· A financial business partnering role, reporting to C Level.
· FND is the business unit within Openreach responsible for the delivery of all network build programmes and contracts across Openreach for residential and business customers, which plays an essential role in building Britain’s connected future. This unit builds and maintains the infrastructure that our CPs serve their customers from. This covers customer driven Ethernet provision for services to public (schools, hospital, and defence), CP fixed and mobile networks and large corporate customers everywhere across the UK. Infrastructure programmes such as Fire Cities (critical programme to underpin Openeach’s FTTP ambition). Additionally, FND remain the delivery arm supporting Government investments (BDUK, SEP, Universal Broadband Coverage heavily covered in all major party manifestos) for which the UK depends on.
· The Planning and Resourcing Lead will be responsible for the financial control for the forecasting and resourcing for the Region, with operational budgets of >£250m Revenue and >£85m Opex and capital expenditure of >£250m which will need to deliver against agreed physicals commitments. The business unit has 2500 FTE direct labour and also employs 2000 FTE indirect labour with third party partners.
* The primary responsibility for this role will be to own the regions Budgets and Forecasts inclusive of the TLC/TLR and labour dynamics underpinning the regions network build plans.
* This will involve ensuring adherence to all the forecast timetable deliverables, interlocking on the regions operational business deliverables and resourcing and supply strategy costed in the forecasts. The role holder will own the control of the forecast reporting, influencing the story for the region and work closely with FND controller.
* The role holder will be responsible for being the point of contact to up to 2 GM patches within the region helping them to run their business through provision and support in understanding “Run your business measures” Key KPIs / Cash generation plans (smash your budget) / and other GM patch ad hoc queries as they arise.
· Role holder will need to drive pull best practice across the business, whilst fostering and enabling an entrepreneurial flair and local ownership.
· Will operate in a highly complex environment with high risk (potential financial or commercial impact, business unit/LOB level visibility, potential reputational impact)
What I’ll be doing
The D Level Manager will be responsible owning the build and delivery of the forecasts and resource plans for the region, he/she is specifically accountable for:
· Responsible for interlocking with and challenging the business on the forecast deliverables, and ensuring that these are translated into the forecast
· Responsible for working with the operational and HR leads on the labour supply and labour dynamics for the region, including recruitment plans and internal/external resourcing decisions.
· Support of the implementation of the strategy for the unit by working with the team to provide insights and key reports, aligned to the FP&A strategy for the CFU / CU
· Business partner with sub-units within the CFU / CU to provide financial insights to inform strategic decision making
· Lead and partner with the business, to ensure all business activities are carried out in accordance with, and in the spirit of, local legislative requirements, and enhance and protect BT for now and the future
· Financial accountability and control for £250m Revenue and £85m Opex and capital expenditure of £250m.
· Expected to present directly to FD for FND, and to MD for FND, the regional director and CFO Openreach as required.
· Assurance and risk management – role holder expected to control risks and opportunities across regional P&L, actively (i) mitigating risks, (ii) driving opportunities, (iii) driving profit protection initiatives.
· Driving creation of quarterly forecasts and annual budget
· Responsible for control on key business risks and controls in the business.
· Improving the impact, and understanding, of financial reporting on business performance
· Budgets and Forecasts – challenge and control of the reporting, influencing the story for the region. Working closely with FND controller.

· Sets agendas, identifies opportunities and promotes the highest standards of best practice and provides insight on finance work area(s) or specialism
